What used to be a Chinese military fort soon became the Kowloon Walled City, one of the most densely populated places on earth. The massive complex was made up of 300 interconnected buildings that took up an entire city block. Tied between China and the British-run Hong Kong government, there were virtually no laws within the city, mainly because neither government did not want to be held accountable for the slums.

From the 1950’s until 1994, over 33,000 people lived and worked in Walled City. Conditions were dismal and drugs and prostitution were rampant.
